Attempts to save a zero-length page (with *nothing*) yields no file, even though a file shows up in the download list.

Reproducible: Always

Steps to Reproduce:
1. Go to a truly empty page (above, or you can touch foo.html and open it at file:///.../foo.html).
2. Save Page As..., choose a filename, choose Web Page, HTML only.
3. Go!
Actual Results:  
No file. File shows up in Downloads (download list).

Expected Results:  
An zero-length file of the specified name.
