While surfing and first loading of website pop up blocker states pop up blocked.
It creates a background page while indicating page blocked as well as displaying open window icon in operating system tool bar. This condition exists on more then one web-site. This also causes multiple of windows to be open and running in the background if more then one pop up occurs on the same site. 

Reproducible: Always

Steps to Reproduce:
1.on first visit to web-site.
2.on reloading or refreshing page.
3.on visiting various sites.
Actual Results:  
browser indicates pop up blocked, window actually not blocked open and running in background.

Expected Results:  
Window should have been blocked and not opened. 

system: Windows XP-Pro Corporate Edition.
Great browser. IE can not even compete with mozilla.
OS: Windows XP → Windows Server 2003
Happens also on Seamonkey 1.x and 2.
Reporter, are you still seeing this issue with Firefox 3.6.13 or later in safe mode? If not, please close. These links can help you in your testing.

You can also try to reproduce in Firefox 4 Beta 8 or later, there are many improvements in the new version, http://www.mozilla.com/en-US/firefox/all-beta.html

No reply, INCOMPLETE. Please retest with Firefox 3.6.13 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
