if I haven't input the start date or finish date ,the system will exception
occur when  I click the "request".



Reproducible: Always

Steps to Reproduce:
1) input nothing in start date or finish date
2) click on "request"


Actual Results:  
exception occur


Expected Results:  
Pop up a message box to prompt the user that error occur.

It seems that you are confused - this is the bugzilla website of mozilla.com (used for Firefox, Thunderbird, etc...), not the one for the product that you are trying to file a bug on.
