Regardless of the shutdown method Firefox always reopens the last page visited when the application is restarted.  The only time the home page appears is if it was the one open at the end of the previous session.

Reproducible: Always

last web page viewed appear on all occasions

Expected Results:  
Home page in preferences to appear

Please try this: 
1. Open Firefox.
2. Go to Tools > Options > Main > Startup > (drop down menu) Select "Show my home page". Click "OK".
3. Restart Firefox.

Please confirm if this fixes your bug.
