506675 - Labs 2.0 site: Header and footer links need to be hooked up

Right now the links in the header and footer of the site have no targets.  This includes "Projects", "Discussions", and "About" links in the header, and all project icons and links in the footer.

Following links will have to be relative so they don't break when we move to a new server...
