... but I think a better solution may be a fixed but improved alphabetical ordering (e.g. Last, First if Last is present, else try to parse Display Name intelligently).
Bug 183818 was likely only "miss-assigned" because when it was filed only SeaMonkey existed. I've now moved it to MailNews Core, so marking as dupe.
