STR:
1. Navigate to a few different Mozilla websites
2. Go to Preferences > Privacy
3. Change Location Bar > "When using the location bar, suggest" dropdown to "Nothing"
4. Close the Preferences dialog
5. Type "moz" into the location bar

RESULT:
Previously visited Mozilla websites are suggested.

EXPECTED:
Suggest nothing.

browser.urlbar.autocomplete.enabled is false.  When I type "moz" in the awesomebar I see suggestions.

Heh...I work in MozQA.  I know how to make a new profile *chuckle*.  This was reproduced in all instance on a new profile.
Is this only with a places build, not with a normal mozilla-central build?

Places build only.
Actually...with a mozilla-central build, I can't turn it back on...
Actually, I no longer see this with the places build or mozilla-central from 20090804.  Resolving WORKSFORME.

Bug 451915 - move Firefox/Places bugs to Firefox/Bookmarks and History. Remove all bugspam from this move by filtering for the string "places-to-b-and-h".

In Thunderbird 3.0b, you do that as follows:
Tools | Message Filters
Make sure the correct account is selected. Click "New"
Conditions: Body   contains   places-to-b-and-h
Change the action to "Delete Message".
Select "Manually Run" from the dropdown at the top.
Click OK.

Select the filter in the list, make sure "Inbox" is selected at the bottom, and click "Run Now". This should delete all the bugspam. You can then delete the filter.
