Visit a page with a scroll bar and attempt to click hold and drag the scroll bar. 

Actual: 
Scroll bar does not move.

Expected: 
scroll bar to move with the mouse

Is indeed the case.
Changing to "ALL/ALL" due to comment 1. (hopefully Ria didn't copy a wrong UserAgentString)

I have only Windows to test. The selectbox scrollbar function is also broken.

And I found a related bug as follows,
Input enough texts so that textbox shows scrollbar, When I selecrt text to the top or the bottom by shift key+arrow key or mouse, it would not scroll automatically.
Scrollbars are working again in the latest hourly after the backout of:
