similar to bug 50388, also a result of fixes to bug 41741.

to see this, you need to download a file or link that doesn't have a registered
mime type for Mac mozilla:

1. go to http://www.mozilla.org
2. scroll down to the nightly build section
3. click on the link for the linux build (Linux i386)

result: the Unknown File Type dialog doesn't have a titlebar

expected: it should have a titlebar, "Unknown File Type" --which also allows
users to move the dialog around.

nav triage team: reassigning these 'dialogs missing title bar' bugs to sfraser. 
Original owners for these bugs need to provide sfraser with the name of the 
Javascript file(and maybe line#) where the call to open the dialog is made, 
please.

Added "titlebar" to chrome flags. Fixed.
