this is a result of sfraser's fix to bug 41741. go to File > Open Web Location,
or hit Cmd+L. notice that the dialog no longer has a titlebar.

mac only. bill, are you the right person to fix this?
would be nice to fix this by beta3/m18, as the titlebar informs the user, and
allows the user to move the dialog. also, this is a rather popular/commonly used
dialog.

confirmed on mozilla mac build 082915
No, please not me. If it truly due to Simon's fix for another bug, I'd try him.
He might know why that fix broke this and could thus remedy it quicker. I have
enough bugs already, thank you.

Added "titlebar" to chrome flags. Fixed.
