placing mouse over the h. scroll bar has no effect on that widget. Scroll wheel action is a v. scroll as if mouse was still over the main display area.


Reproducible: Always

Steps to Reproduce:
1.display a page requiring horiz. scroll bar
2.mouse over scroll bar , move scroll wheel
3.also , click on scroll bar and repeat (2) 
Actual Results:  
vertical scroll action in both cases as if the mouse were still over the html display area. 

Expected Results:  
scroll bar should be sensitive to mouse position and invoke h. scroll action.

this presumably also applies to the v scroll except that it's action would probably be the same as mouse over display area.
