Waiting for "go". Assigning to myself, as Aki will be out next week.

From discussion earlier this week the plan is changed to now to do Fennec 1.0b3 as en-US only, not localised. After we have localised installers, etc, in place, then we'd do a separate release (1.0b4?). This means bug#490482 should continue to *not* block bug#507681. Posting this summary here in this bug to make sure everyone on the same page.
Handing back to Aki, as he's now back from vacation, and we're still waiting for a "go" from development.
