Currently, attached files to emails are transmitted to the mailbox of all recipients of mail irrespective of addressed 'To' or "Cc". Often it is unnecessary for many "Cc" recipients to receive the attached file. If one is able to mark the recipients who should actually receive the attachments while sending the mail, that can significantly improve data throughput at the receivers end.
Is this feature implementable in Thunderbird (or ant Mail Client)?

This is a duplicate of bug 472724, which in turn resolved as a duplicate of
bug 411275, where its initial description includes picking addressees for which the attachment should be delivered.
