This is a regression from bug 506615.

Steps to reproduce:
1. Open a window with two tabs, e.g. google.com and digg.com.
2. Click the toolbar collapse button in the top right corner of the window.

Now you can briefly see the contents of the tab that's not visible.
If it doesn't happen the first time, click on the button some more.
