After discussing with reed, it seems that reverting to r48301 in bug 508083 has caused a language caching issue due to lack of no-cache headers that were added in a later revision. Our solution is to update the stage site 
http://onebillion.stage.mozilla.com/ to r48448, check that caching and layout are okay, push r48448 to production if they are okay, and clear the NetScaler cache on production.

Once r48448 is pushed to production, check that stage site is still updating from the trunk every 20 mins (cron job). Thanks!

Based on Pascal's comments on bug #508083 and after confirming that r48449 looks fine on stage, we'll push that to production instead of r48448 as mentioned before.
