I backed out the changes to the windows unit test mozconfigs - it appears that they were causing bustage on the windows check boxes in nss (couldn't copy a pdb file).

I'm not sure what the reason for that is, however since then I've been trying to clobber and had various source pulling issues so nothing has turned green yet.

So eventually one has turned green :-) Now we just need to figure out why.

You may need to clobber if you flip this setting on Windows, since NSS probably doesn't need a recompile, but it will try to copy the nonexistent pdb file and fail.
