You already have said permissions according to Bugzilla. Did you try it? The only restriction is that you need to be a Mozilla Corporation or Mozilla Messaging employee, and you are properly tagged as a Mozilla Messaging employee in Bugzilla.

OK, the form was set up to allow mozilla-messaging but the Legal product itself was not, it only had mozilla-corporation listed on it. Just added mozilla-messaging to the product, too.
