Seamonkey team landed bug 16908 in comm-central:

At the moment Thunderbird users haven't this choice (toolbar button submenu) when creating a new message. This leads to confusion for many users about the HTML/plaintext possibility (they don't be aware about the account manager dependent option).

We should port this for Thunderbird 3.
