You can watch the changed behaviour in your 'manage bookmarks' window. While you could drag folders before, you can't do it anymore. It needs a restartof firefox to reset the state. Works for me. Can you try disabling extensions - these can often cause this sort of issues. http://support.mozilla.com/en-US/kb/Safe+Mode
If this resolves the issue, you can then contact the extensions author to resolve it.
disabling extension helped. Some addition just for documenting: - downthemall and firebug are not envolved, as it seems - fireftp and firegestures are envolved, if they are BOTH active - i was able to fix it with the "right" order of activating the plugins
