Implement pass/fail criteria for sites per user.

Criteria:
* YSlow grade higher than X
* Min. page load time (dependent on if we can track page load time)
* Max page size
* Max # of HTTP requests/page

This is a bug to track how the information will be tracked. Will file dependent bugs on how information will be surfaced.

So this is something we're adding on top of yslow data to show what's interesting?

No, not on top of yslow data, just setting minimum baselines for test results.

Cesium is dead.  RESOLVED => EXPIRED
