First, you should upgrade to Bugzilla 3.2.4 or 3.4.1. You are still using a release candidate. Then, what's the value of the user_info_class and user_verify_class parameters?

I'm often connected to the same Bugzilla installation using different user accounts at the same time and from different browsers being on the same PC, and I *never* saw this problem.
Priority: P1 → --
Yeah, I never saw this happen either. Try upgrading to 3.2.4 or 3.4.1.

We had this problem too, once. It was due to a proxy/caching change. So probably you should check the configuration of your proxy server. Maybe just turn off caching for (the server of) bugzilla - like we did.

Bugzilla 3.2rc1 was working fine in my local environment but i face the problem when i launch in internet(my network is behind proxy server).

Please give some idea to change proxy server setting or in Bugzilla application.
This is not a bug of bugzilla, your question is more something for the support list. But anyhow, the configuration of your proxy server is done outside bugzilla. You should address your question to the support channels available for your proxy server.
Maybe with the solution of bug 167808, caching can again be activated ?
