50950 - JA chars in Simple text attchment are displaying as question marks

this bug was discovered while testing JA PR2 and was entered into bugscape (# 
2142), i am entering a new one now and marking the other one as a dup.
Steps to reproduce:
- create a Simple text file typing some JA text (i am using JA OS on Mac);
- open New Mail window and attach this file, send and get it;
//note: JA chars are displayed as ????????? 
(note that encoding is 2022-jp)

Marina, did you set Japanese charset detection on?

I think Marina should try the suggestions in the other
bug and see if this is not something expected.

Since the attached plain text attachment has no character set information, this 
is the expected behavior. The user may turn auto charset detection on or 
manually change charset to Shift_JIS to see the attachment.
