When the "Big File" parameter is enable and the user submit a bug without checking the box, the error message should mention the option instead of just saying to submit a URL.

If possible, it should mention it only if the file is less than maxlocalattachment

While bug 490930 will indeed make this one irrelevant, this is not the same bug.

Also I got the impression from comments in bug 490930 and some other "Big File" related bugs that it may not be fixed any time soon. And in the meantime, the current message is misleading when "Big File" is enabled. Fixing it is trivial (at least wrt mentioning "Big File" if not testing the attachment size) so it would be a good fix while waiting for 490930.
