the View...Layout... menu should have a 'Folder Pane' checkbox, like 'Message Pane' One use case: pressing 'l' in tb will hide the folder pane, and it's not discoverable in the UI how to get it back. Consistency would be another rationale - if a pane can be hidden there should be a means to access it.
