I'm told we're going to be shipping the MU fully unthrottled at the end of the day tomorrow (Thursday, August 13). We should get ready with a config-dist.php patch.

Attachment: Move throttling from 3.0.13 to 3.0.14

This moves the throttling from 3.0.13 to 3.0.14 so that
* the current 3.0.13 -> 3.5.2 major update becomes unthrottled
* when we ship 3.0.14 & 3.5.3
** we don't have to do a couple of config updates to unthrottle beta and then release updates on the 3.0.x branch
** the MU from 3.0.14 --> 3.5.3 will already be throttled

Sam says we'll want to wait a few days after 3.0.14 and 3.5.3 ship to unthrottle again.

Tested on aus2-staging too. Should we create a AUS2_RTM_20090812hhmm tag as well as moving AUS2_PRODUCTION on config-dist.php ?

Hm, I thought we were permanently turning off throttling on the MU - not just for this one. I've pinged release-drivers to check on that.

beltzner confirmed that major updates should be available to manual checks only after we ship new releases. You got time for a review morgamic ? Hoping to enable this at 4pm PDT today.
