Currently, you have to have focus on the panel icon, then use the up, down, left, or right arrow keys. If focus is not on the panel icon, and you are about half way down the panel focused on a pref, you have to use shift+tab to backup all the way to the panel icon or tab all the way downward until you return focus to the panel icon.

That's harsh. I propose we add a ctrl+tab shortcut to quickly switch between panels, and
- make Up & Down arrow keys act as Tab to move up & down within the panel
- allow the Home & End keys to choose the 1st panel & last panel
- allow PgUp & PgDn to cycle thru the panels

Reproducible: Always
In Windows, under Tools/Options, the top toolbar items for Main/Tabs/Content/Applications/Privacy/Security/Advanced, are missing keyboard shortcut keys.
*
I use a macro to toggle: Tools/Options/Content/Colors/-Use system colors, and -Allow pages to choose their own pages, for accessibility reasons.
*
At present, the macro ONLY works if the last time I accessed Options, I left the Options on the Content panel. The macro does not work if I was previously not on the Content panel.
*
If there aren't enough letters in the alphabet, may I suggest to rename "Main" to "1. Main", "Tabs" to "2. Tabs", "Content" to "3. Content", and so on, with 1, 2, and 3 and so on for shortcut keys.
*
As shortcut keys appear for most other sub-options, this may have been an oversight.
