If some users will use our product with a different default language, hard coded English checks would cause unexpected results.

One of many examples where English is hard coded can be found here:
http://viewvc.svn.mozilla.org/vc/projects/sumo/trunk/webroot/tiki-editpage.php?r1=48732&r2=48736

This is not necessarily a blocker for Fennec productization but it would be good practice to allow a different default language. Since we have so much other stuff to do already, I'm not targeting this to 1.3 yet.
