Trying to send e.g. a MS Word document as attachment with macrons in the filename e.g. "the quick brown fox jumps ĀĒĪŌŪthe lazy dogthe quick brown fox jumps over the lazy dog.docx" causes a "Send Message Error" "Unable to open the temporary file (filename).  Check your 'Temporary Directory' setting."

Reproducible: Always

Steps to Reproduce:
1. Create document with above filename (the ĀĒĪŌŪ should be macronised in this and the details box)
2. In Windows open Thunderbird and attach file.
3. Try to send
Actual Results:  
A "Send Message Error" "Unable to open the temporary file (filename).  Check your 'Temporary Directory' setting." dialogue pops up.

Expected Results:  
The message is sent.

In Linux, Thunderbird does send the message at the expense of stripping the macrons off.
