Details

We've got residual functionality (and possible side effects) from having allowed users to sign up as either contributors or users. We should remove all the functionality and move everyone over to contributors.

The bug for adding this functionality that might help with removing it: bug 409315
We can push this out from 1.6 when we get to it, but this isn't hard and we should do it. It involves:
* reverting bug 409315
* updating users to move them all to the contributors group (would also be nice to do this after bug 464087)
* removing any additional leftovers
