511291 - what happens when two people edit the same file in a shared project but one person has collaboration off?

right now, you get this wonky situation where one can be merrily changing a file out from under another person.

i think the solution is that you *must* have collaboration on to edit a file in a shared project, and the sharer of a project must have collaboration on once he edits a file in a project shared for edit access with anyone.

is this right?

in any event, we need a solution.

If we can get to the point soon where we're happy with collaboration then we 
can remove code to fix this bug rather than add it.

The current state isn't hard to understand, and it's possible that needing to 
type "set collaboration on" before you can edit a file is more confusing and 
more restrictive. Project sharing is usable without collaboration.
