result: horizontal and vertical scrollbars visible

2. resize browser (even by a single pixel)
result: horizontal scrollbar disappears

oops, that's bug 51194.  the second attachment to that bug (as similar page, 
but shorter so it doesn't have vertical scrollbars) makes both bugs disappear:

Confirmed FreeBSD 20000905xx (evening)
Note: this is the same as bug 51460 (I'll close that as a dup).
This and bug 51194 _may_ be caused by the same problem.

Additional notes: your window has to be smallish before loading this URL to see
it.  Then resize 1 pixel taller, and note reflow and that the horizontal
scrollbar goes away.

Changing summary to add 'reflow'.

Verified dupe of fixed bug 51163: "Width of vertical scrollbar ignored until
window is resized (causing page to be too wide)"
Tested with 2000090908 linux. Now it loads without h. scrollbar.
