When a postPlugin filter is defined for a newsgroup, only per-folder filters get applied, not server filters.
Kent, by postPlugin, do you mean like manual run like bug 519994?
Sorry, postPlugin is one of the many terms I use for the incoming filter types that specify "after classification". So no this is not an issue with manual, it is an issue with the new feature of incoming filters that allows them to apply after the bayes processor works. As you can see, I have not done much testing with news filters, and I am not sure when they work and when they don't. I think that the postPlugin context uses the same code as manual filters, so this is possibly a dupe of the similar bug in manual filters.
