Somewhere in the redesign we lost a loading message when the QAC starts up and we are loading the initial testcase into the Litmus tab. We want this back so the user knows that their old testcase is being loaded.

This patch will display a "Loading..." message when loading the first testcase on QAC startup, also fixes a bug on startup where the select tests dialog is not properly populated with subgroups
