bug 513023 will be moving the browser version of aboutRights.xhtml/dtd/properties to toolkit. I don't know whether your copies have any customizations, but you may want to consider just using the toolkit versions instead.
We we have our own customisations - specifically on the web services area, but maybe on the rest as well. However, we should move it to override the one in the global/ content space.
