I work on NSPR NSS JSS.
I had a CVS account for cvs.mozilla.org:/www bug 190227
and require a SVN account to update pages on NSPR NSS JSS

IT should not be adding random things like this. Please remove that authz addition, as it is wrong.
Glen should already have access, as per bug 509712 (@mozilla-org-trunk). If his account isn't set up correctly, then maybe that's showing there's a larger problem with bug 509712 not being completed correctly.
