If a "Confirm Setting Cookie" appears while you are scrolling a web page using the down/up buttons of the scrollbar, it will not stop scrolling when you release the moue button.

Reproducible: Always

Steps to Reproduce:
1. Ensure the "Keep until" cookie setting in the Privacy section of the preferences is set to "Ask every time"
2. Go to a page which is long enough to scroll down for a while
3. Open a new tab and go to a page which will cause the "Confirm Setting Cookie" to appear
4. Quickly go back to the previous tab, then depress and hold the scroll-down button on the page's scrollbar
Actual Results:  
When the cookie dialog appears, notice that the page keeps scrolling even when you release the mouse button.

Expected Results:  
The page to stop scrolling when the mouse button is released
