Found while verifying bug 46348

The toggle in the message pane which toggles long address headers lines
short/long isn't working properly.  The toggle indeed shows up, but when toggled
to expand the header line to show all addressees, it doesn't wrap so that you
cannot toggle it back to the shortened view.  You must re-select the message in
order to accomplish this.

1.  Send yourself a message having about 10 To: addressees.
2.  In the mail window, get messages, select that message.  Note there are only
two addressees shown and a toggle triangle widget appears on the to: line in the
header display. 
3.  Click the addressee toggle triangle to expand the to: header line.
    Line expands, but doesn't wrap. You cannot see all the addressees; the line
runs off the window display area.
4.  Select another message, then select the long header message again.
    The expanded header line now is wrapped and you can click the toggle to
shorten it again.

Result:  Can't see all the addressees and can't toggle back to shortened view
until you reselect the message.

Expected:  Expanded line should wrap first time, and you should be able to
toggle to collapsed state again without having to reselect message.

I do not see this symptom at all using 1.3 or 1.4b-0516 -- three email addresses 
appear on the To: line before it is expanded, and wrapping takes place 
immediately on expansion.

=>WFM; this bug is so old, and has so few comments, that it must have been 
squelched some time ago.
