STR:

1) make sure you are logged out

2) click "Create your own" header nav. link

3) notice the URL should be /signin?return=/upload

4) enter some junk info that will fail either sign in or new user registration

5) you'll be redirected back to the form, with errors

6) notice ?return=/upload is gone from the URL

Expected result:

URL params are maintained throughout form submission and errors, so that the user is still returned to their destination, even if they had form errors.

This one is important for bug 504226 because it requires a special version of the upload form.  (i.e. that bug needs to go live sometime soon and this one blocks it so far)

oh, I see now that the return variable is stored in a hidden form input.  This bug may be invalid
