In Thunderbird 3.x an option is provided to turn the Scam filter on/off - see attached screenshot.
In SeaMonkey 2.0 there is no such option and the only way to turn the filter off is to toggle 'mail.phishing.detection.enabled' in
about:config to 'false'. I am unsure where the best location for the toggle to appear, but perhaps adding it to Edit|Preferences|Mail & Newsgroups|Junk Mail would suffice? An alternate location might be Edit|Preferences|Mail & Newsgroups|Notifications, as this is after all a "Notification" of sorts.

Taking this bug, looks easy enough.
If string freeze wasn't in effect, this could still have been added to SeaMonkey 2.0. :(

Repeating what I wrote in the newsgroups:
FWIW, I think it doesn't fit into Notifications at all and Mail & Newsgroups itself is probably a bit too general so I'd say Junk Mail is as close as we can get (we should probably create a new groupbox there, though). But let's discuss that in the bug once you filed it.
Comparing with TB I guess KaiRo won't like adding a new pane with just one checkbox (and no indication of more to come) so I think the above is really the best bet.

I think this make sense, that's where people would look for it.
In the long run, it would be useful to have it a characteristic of the account or folder rather than global, or allow a per-account override. Reason: I don't object in eMail, but it is annoying in most RSS feeds, and I'd like to disable in a few NNTP feeds as well.
I heavily split my mail with filters, it would be nice to be able to have both junk mail and scam alerting as actions of a filter. I realize that unless this suggestion is easy no one will take it seriously.

Sorry to hijack your bug Benoit, but while working on bug 463249 I fixed the scam preference as well.
