I am unable to reproduce.

Steps:
I added Polish as my first language

I deleted all mozillaservice.org cookies

I went to http://razem.mozilla.org/

I was served the Polish website.

Same here, I see Polish.

This is invalid.

Mozillaservice.org sets a cookie with language preference and that was the reason for this behavior.

Cleaning cookied produced proper behavior.
