There are many cases when I only have one tab open and I want to close the tab
without closing the main window or opening a second blank tab so I can "x" the first tab.

Basically, I appreciated the behavior of the previous version; please return this behavior.

Reproducible: Always
Have you toggled browser.tabs.closeWindowWithLastTab?

I assume yes. At least until we get feedback from the reporter. Let's mark it as a dupe.
