Using Commercial 2000090508 on WinNT 4.0 SP4.
Left arrow key and right arrow key have no effect when entering and editing text
in mail message subject areas and HTML form text input elements.
To repro:
1) create new mail message
2) in subject line, enter some text
3) hit left arrow and right arrow keys--no effect
