Currently if you pick a test from the menu, it opens in a new tab, even if you already have a tab open to the page. It should just focus the open tab instead of opening a new one.

User testing showed users we confused about why test pilot opens so many tabs.

Note that if we're eliminating the taskbar icon menu, as is the plan (see bug 542097) then the only thing to do here is to make sure a click on taskbar icon shouldn't open a new copy of the All Tests page if there's one already open.
