Clearleft's mockups called for a box in the homepage left sidebar to promote the creation of add-ons. We removed it because we didn't have a good link to put there. Boy, times have changed. We will have a box in that spot with the new developer hub logo and some finely crafted copy that links to the new Developer Hub. This bug is not ready for implementation yet as we need the logo, but I'm filing it now so Wil won't yell at me for filing it late :)

An update here: gave chowse some direction and sample copy and should have mockup soon. This is a very minor element.
Committed a placeholder box with the right strings in r51900 so that this doesn't block l10n. chowse will have the final styling mock by Monday.
