Given that we don't ship with safebrowsing enabled, I think we should probably remove the text referencing it in about:rights.

We could potentially edit the override we're adding in bug 514818 to do this, though that would have l10n impact. Assuming we're string frozen, that leaves us with the choice of overriding the content file as well (then we'd lose the benefit of having the shared content with Firefox and might as well back out bug 513023).
going to just leave this as-is for now, bug 514817 covers changes for the future.
