If you click on a link to open a new download the downloadpopup does not stay on top like with the Firefox version for Microsoft Windows. On Windows the Popup stays on top even if the Firefoxmainwindow gains focus again. This is sometimes very useful. 
You should set a higher NSWindowLevel for the PopupWindow.

Huh, are you sure about the behaviour on Windows? The only always-on-top window I know is the toolbar customization panel. I don't have Windows, though, so I can't test right now.

you are right, the window on windows doesn't stay always on top. But it stays on top if the firefox window which has opened the download popup gains back focus.
On mac os if you click on a link with a file associated the popup appears. If you now click on the window in which you clicked the link before, the download popup goes into background. (This wouldn't happen on windows)

No reply, INCOMPLETE. Please retest with Firefox 3.6.13 or later and a new profile (http://support.mozilla.com/kb/Managing+profiles). If you continue to see this issue with the newest firefox and a new profile, then please comment on this bug.
