editusers.cgi and editgroups.cgi use a link to "index.html" to link back
to the main index page, however, in our Bugzilla installation we've replaced
index.html with index.cgi to allow the command menu to appear if your cookies
are set.  Apache then uses this for %url_base%.

This can be fixed by linking to "./" instead, I'll attach a patch which does
just that.
