When FF is rebuilt, it ignores a start page of about:blank

I have set the startup page to a blank page:
in Edit, Preferences, General, Startup:
"When Minefield starts" is set to "Show a blank page"
"Home Page" is set to "about:blank"

When I start FF, it usually works fine. However, each time I rebuild it, it blithely ignores it and connects automatically to the Mozilla website (in the last case, it went to http://www.mozilla.org/projects/firefox/prerelease.html).


Reproducible: Always

Steps to Reproduce:
1. Set FF to start with a blank page when started
2. Rebuild FF
3. Start FF
Actual Results:  
It will override your settings not to access the internet, and open a connection to the Mozilla website anyway.


Expected Results:  
FF should not attempt to access the network, and display a blank page.


Privacy problem. I set my start page to about:blank for precisely this reason.
It is worse that it happens when rebuilt, as there might be settings that have been added to the tree, or changed, that would need to be set before the user would try to willfully access the network (eg, setting Javascript to off, checking cookies are off, etc).
