Now that we listen for WM_SETTINGCHANGED to send our softkb notifications, we don't have to jump through hoops on ToggleSoftKB to keep everything synchronous.

Fixes for the bugs 532929, 542623, 542884 implement changes to software keyboard handling, which essentially fix this one.
