Shut down the plugin process when we no longer need it. In the future we might want some fancy heuristic, waiting to see if the user loads another page with that plugin before actually shutting it down. But at the very least we need to make sure that orphan processes don't stick around.
I'm not sure when plugin modules (and hence their processes) are unloaded.  Yesterday, while working on bug 517923, I tried to force a plugin module to be unloaded through various means but was unsuccessful.  Because of that, I'm going to set this bug aside for the time being.
